Nissan set speed (#1289)

* LKA_ACTIVE should be set with enabled, not cruiseState.enabled. Was causing panda violations

* Added cruiseState.speed to Nissan X-Trail

* Bump opendbc

* Remove redundant if statement

* Fix tests
